Sometimes it is better not to hurry, and rather than expect a sudden illumination, it is better''gently work the photo, recover what is recoverable and start all over from the beginning! "Is
not?

Retired Gund Stuffed Animals Ruffles
Rue Notre-Dame: a bad project
Etienne Coutu
Press, edition of Thursday, December 13, 2007 The writer is
urban designer, a graduate of Columbia University (New York, 2002), and an intern architect.
It may seem ungrateful to criticize a proposal that seems to be unanimous. Especially when a remedy for a problem that we deplore over 30 years and has never ceased to worsen: traffic congestion in the Notre Dame have become so monstrous and their consequences for the surrounding neighborhoods, so stifling that we would be willing to accept any project, provided it is done now.
Surprise! The plans of the Ministry of Transport are ready to be implemented. Obviously, since this is the same project as it appears today drawers, five years later. In all its details, it is precisely the same project as the City of Montreal had an abortion in 2003, claiming to want an urban boulevard. Since then became entangled in a host of possible designations being careful to avoid the word "highway". Nevertheless, the project remained the same, with sections in trench, tunnel, and depression in a slab built.
The City has finally caved in to the highway project MTQ. It has abandoned its traditional applications, including the reconstruction of block ends destroyed 30 years ago, and has misrepresented its pious promises to create an urban boulevard worthy of the Ringstrasse in Vienna. If we got there, that he was out of question for the MTQ to compromise: the City, penniless, had resigned and therefore has given up. Would she coined this abdication, like his opposition to the bridge on Highway 25?
Mountain Russian
The main criticism that can be sent to the proposal on the table is that over a third of the project was either trench or depression. It will look like a roller coaster, particularly devastating in its transitions. The continuation of the Ville-Marie would be open cut to rue Frontenac. It then goes back over the Railways to one end surface, before plunging deep within the exchanger Pie-IX and the slab of the new Morgan Park-Resorts.
Should we wait until there are 600 tons of concrete poured to realize the mistake they made? Could we not consider this route in a future perspective, and not vis-à-vis the daily requirements of companies likely to be driven from here 50 years. Invest much effort and public funds to accommodate the transportation of hazardous materials, handling and trucking from the port in a project valued at $ 750 million, does not confirm the continuation of these activities in strategic locations that could serve the future development of the inner city of Montreal?
We are probably the last place on earth where they still build roads to eight lanes along urban streams. Elsewhere, the banks are subject to urban revitalization projects, creatively integrating activities as diverse as multiple and constructions of high architectural quality. A fine example of a new waterfront ("waterfront" in French) is currently under development in Toronto. It will transform post-industrial landscapes that have much in common with what we see here, along the Rue Notre-Dame docks underutilized remains of port activities, multiple tracks and warehouses.
As there is now a "compromise" between the City and the MTQ, nobody dares to question this project. It is feared that the money go allocated for other purposes, on other roads. And this is not the competition is lacking, while most major arteries at the same time reach the end of their useful life, whether the Turcot interchange or even the Metropolitan Boulevard. Not to mention all the overpasses, which has been neglected maintenance, for which the Committee recommends Johnson an upgrade over a decade with an investment of half a billion dollars per year.
To be consistent to the people and our commitments to the Kyoto Protocol, should rethink this project to a more human scale and be realistic. Some recommendations: reduce the number of costly engineering works, new construction along the banks, in a vision integrating both better access to the river and implementing innovative solutions focusing on public transport in the heart of the project.

Libre-Opinion: increase the burden
Stephen Coutu, Montreal
Le Devoir edition Thursday, February 28, 2008
When it comes to budgets, governments apply to remember the principle of communicating vessels between departments. But beyond the rhetoric and good intentions, should we not see a connection between the huge budgets of the Department of Transport (MTQ) and our apparent composure to meet our Kyoto commitments?
few days later, on February 11, Minister of Transport, Julie Boulet, announced a major investment of $ 2.7 billion in highways, including 774 million went to its expansion. We found that day, alongside the Minister, André Lavallée, Mayor of the Borough and is responsible for urban planning for the City of Montreal. He could rejoice, because this announcement confirmed Indeed, the budgets allocated to the project of Notre Dame.
One of the recommendations of the Committee on the collapse of Johnson Concorde overpass was that the MTQ invest half a billion dollars a year for ten years for structural maintenance in order to improve the overall condition. Quebec has found a way to exceed expectations by the radiance and thus justify the investment in network expansion. Just in Montreal on the 402 million will be invested this year, 202 million will "improve or develop the network."
Yet in Montreal has the highest infrastructure in poor condition. How then to justify that over 50% of the budget is dedicated to the development of the network? Quebec has announced that he was referring to the Turcot 1.8 billion dollars and it will soon re Metropolitan Boulevard, it will mobilize a large portion of the money. Beside this, we realize the bridge of the A-25 for 350 million, the "modernization" of Notre Dame for 750 million and would complement the A-30 for 1.3 billion. Do we take that much to complete a planned network in the 1960s to the 1960s fashion?
Meanwhile, the Environment Minister Line Beauchamp tries to convince us that Quebec will meet the Kyoto requirements. Stung recently by an article in Le Devoir journalist Louis-Gilles Francoeur, who asserted the contrary, she felt obliged to intervene to remember that "Quebec was more determined than ever to go into overdrive to fight against climate change .
Has she no idea what the rest of his government do? Does she know that we continue to roll out the red carpet solo to self, and this, especially in urban areas, even deface the historic districts as fragile Hochelaga-Maisonneuve and Sainte-Marie. Aware that each space that is earned by the car results in an increase in traffic? That this traffic produces a lot of our GHG emissions? And there are alternatives in the latest report compiled by the DSP, entitled "Urban Transportation, a health issue? Departments are talking among themselves?
Continue to say that we care about our carbon emissions when we just opened the door to a huge LNG terminal project - a cleaner fuel than others but still a fossil fuel - if n is not hypocrisy, is the world laugh. And it's nothing to reassure the citizens who participated in consultations public on the draft of Notre Dame, whose report will be submitted to the Ministry of Environment by the body Convercité in a few days. Who can doubt that the certificate of authorization MTQ expects to carry out the work will be delivered quickly, no matter what this report?
Some Liberal ministers stand by their immense ability to twist arms. Just think of the passage of Jean-Marc Fournier in education or that of Claude Bechard for the Environment and Sustainable Development to be convinced. How to make the Minister Beauchamp now seem inspired by those of his predecessor. But one likes them or not, they still have some force which lacks the Minister Boulet: as a minister must sometimes be able to say no to people of his own department.
one who "undertook to pass on road infrastructure quality to our children and our grandchildren" did not understand that the burden we already carry in no case should continue to s' expand. Is it going to be the minister of Sustainable Development and Environment to say no to these highway projects exceeded, or is what we can do right away our mourning of Notre Dame scale human, with all the potential access to the river present or future? [...]
There are choices to be consistent with our commitments to the Kyoto Protocol. However, if we are not witnessing any such effort, we are politicians cons by a beautiful dose of hypocrisy. Remains only to observe, and judge when the time comes.

Closing the Spectrum: The End of an era
Etienne Coutu
The author was a spokesman for the Coalition Save the Spectrum in February and March 2007
Press, edition Sunday August 5
The mayor of Montreal has so far showed defiant about the announced destruction of the Spectrum. To him, it was "a private affair that should be resolved in private." By refusing to intervene, it becomes largely responsible for the closure. Many feel that a major cultural institution for Montreal is disappearing. This creates an ominous precedent for the future of our city, raising questions about his vision and priorities that Mr. Smith emphasizes. Clearly, the development of cultural institutions is not leading in the order of its priorities.
Montreal is blessed in terms of infrastructure and cultural events. Investments that were made long ago, among others under the leadership of Jean Drapeau, including Place des Arts, led us to a place of choice. We have the quantity and strength of the creativity of the people here has ensured the success and quality. Many cities would be willing to invest millions to see world-class festivals move into its streets. Many envy the benefits of our summer celebrations, and the vibrancy of our cultural scene. Should be remembered our rulers that the race should not stop there?
Toronto has understood, by establishing new infrastructure recently foreground, with the expansion of the Royal Ontario Museum by architect Daniel Liebeskind, the improvements of the Art Gallery of Ontario by another giant of architecture, Frank Gehry, and the magnificent renovation of Roy Thomson Hall auditorium. Not to mention that Toronto will become its own festival Just for Laughs.
Meanwhile, in Montreal, the latest international architectural competition, ending with a consolation prize to the winner: students from conservatories of music and drama return in the concrete basement of a building on Rue Henri-Julien. Troop graduating in drama from 2005 has found his inspiration for a name: "From the Bunker." And we still waiting for a 2,000-seat room for the Montreal Symphony Orchestra, a project of type "PPP" should be able to hold, by a miracle, on the narrow parcel remaining from the Place des Arts.
Turning
But having been at the forefront should not blind us to the importance of staying the course, and this especially in a context of globalization and competition between major cities world to attract tourists. The refusal of Mayor Tremblay to intervene to prevent the disappearance of Spectrum shows carelessness on his part: he does not seem to grasp the crucial role played by cultural institutions and projects in a city, whether public or private.
Besides, there is no record of the Spectrum case. In this case, we had a project led by the City, bringing together all stakeholders in the cultural scene of the area covered by a "Partnership of the Quartier des spectacles". But the City did not have the courage to exercise some control over real estate operations to stem the unprecedented speculation that followed the announcement. Ironically, rather that a course toward entertainment district, one of the jewels of the Montreal venues now closes its doors and will be destroyed. Despite protests from citizens, the Spectrum will be replaced by an office tower of 15 floors and commercial space in supermarkets, and even before a special planning permission has been adopted by the City.
In Montreal, the developments seem left entirely in the hands of private enterprise. It is not yet the uncontrolled development, but development that could be called non-thought. Leaving two major projects to be completed before even the adoption of the Special Planning Area of the shows, the City not only sacrificed one of the most popular rooms, but it also gives up to have a voice in future developments. Rogers Towers and SIDEV weave through the regulations and precede the adoption of the plan. The precedent is a disavowal of the City to professionals it employs and its citizens. What good is working on a plan that has little or no impact on this industry? With a moratorium on these two projects, the City would have played its role or to allow a coordinated development in this area. Instead, we witness a first step in the wrong direction for a major urban development project.
there any reason to suspect the mayor of Montreal to perform favorably to commercial enterprises at the expense of cultural projects? The mayor's responsibility should it not be to encourage and support these sites that give Montreal its specificity, its soul? Tomorrow, nobody will sequenced the gates at the Spectrum to prevent its demolition. Everyone knows that a petition of over 15,000 names based on the tablets of the town hall. We can thus observe the state of democratic health of the City of Montreal and the level of accountability of our elected officials.
From Spectrum, they will remain in the hearts of these people memories of artists who, for 25 years, there have been benefits often magical. The closure ring is the end of an era. Citizens may recall also ultimately responsible for the closure. Will he pursued by the ghost of the Spectrum?

Opinion
Spectrum: a matter of public interest
Stephen Coutu, Intern Architect and holds a Master of Architecture and Urban Design, the author steers the coalition Save the Spectrum.
Le Devoir, edition of Wednesday, March 14, 2007
Friday 9 March we submitted to the City of Montreal a printed copy of the online petition against the destruction of the Spectrum with 15,464 signatures and comments Many signatories. This petition was the initiative of citizens opposed to the proposed real estate company SIDEV, who plans to demolish this place sensitive culture in Montreal to make room for an office tower of 15 floors and a big box retail space. Its signatories are demanding that municipal authorities refuse to issue a permit demolition of the property owner for as long as he has not revised its plans to include a theater that would replace the Spectrum.
Some wonder why have initiated a petition against the destruction of the Spectrum. There is great misunderstanding in this regard. It has often been portrayed as the initiators of the petition for those wishing to preserve an element of Montreal's heritage. In reality, the building in which is the Spectrum offers absolutely no heritage value in itself. It is old and ugly, and the roof must be rebuilt in the apparently complete.
What signatories of the petition insisted on recognition by cons is the unique contribution to the cultural heritage of Montreal offered by the institution that is the Spectrum. It would be a huge loss for the city if this room would be closed without being replaced. And it is the defeatism that prevailed in the Montreal art world during the announcement of the coming destruction of the Spectrum that caused the idea to organize a response to prevent the occurrence of the irreparable.
Moratorium required
We obviously welcome enthusiastically the draft SPP (Special Planning Project ") has presented Mayor Gerald Tremblay last week for the Quartier des spectacles. It seems that this step comes a bit late. Given the intensity taken by the speculation in this sector since the announcement of the creation of the Partnership's entertainment district, one can see a good eye this significant gesture which will oversee the real estate development and is expected to confirm the vocation cultural district.
The bad news, however, is that when the master plan will be adopted by council, the Spectrum is already destroyed and construction of the project will probably SIDEV being, regardless of what may propose this plan. It would
perhaps more appropriate to impose a moratorium on projects in the area covered to ensure they are subject to the same scrutiny that future projects that will comply with the intentions of the SSP. Only decisive action from the Mayor of Montreal could allow imposing such a moratorium. Such a move would allow him to exercise leadership to ensure that the Partnership's entertainment district, which he himself created, gets the best start.
This is not the impression that the mayor gave us last week when he said, about the destruction of the Spectrum, it was a private matter and that this room was to survive, find financing in this sector. Pretending to wash his hands, he passes the buck to private, as if this matter was outside of him! What should we expect of a mayor who leaves the fate of one of the most popular rooms of Montrealers on the goodwill of the private sector? His role is he not to regulate property development, precisely in order to prevent the private do anything and transformed the city into a vast gray city without a soul?
urban development, for it is done intelligently, must be marked and supervised by the municipal authorities in the interests population, including by demonstrating political courage necessary to promote the cultural potential of this unique neighborhood.
Another large area
Several aspects suggest that the current draft SIDEV would never be acceptable if it were to be judged by the PPU to come. A 15-story building at this location would block forever the wonderful view of downtown we have now from the Place des Arts. We would lose this natural setting is perceived above the central stage of the International Jazz Festival, or the Tower of Place Ville-Marie, with its lighthouse in constant rotation overnight. This project block his view of this masterpiece of architect IM Pei, one of the few buildings in Montreal to be signed by an architect of international renown.
Instead, we will have a big box store - another! - In offices and shade.
should be worried about what will happen with this project. The fact that we have mentioned that discussions were ongoing with Best Buy provides us a good idea what kind of commerce that will settle on the ground floor of the project.
Another area of huge megastores there a place on a street as Rue Sainte-Catherine in what should be the entertainment district? Might we not lose the dynamism and richness that allows many different storefronts over a large piece of curtain wall where there will be more interaction with the sidewalk?
And if, at least here was a trade that was central to this project! In a draft of the Spectrum complex, which was to give the place of festivals, it was a store Archambault Music which was to be there. Of course, Archambault now belongs to the powerful Quebecor Group, but would not it better to install another big American company who nothing to gain with our cultural differences and try to sell us the same thing it already sells an across the continent? Asking the question answers itself.
The lost identity
And if one thinks in terms of sustainable development, the destruction of this island and the construction of the new project will produce many tons of heavy debris? Is there any evidence that could keep or recycle within the new project? Probably we do it will not linger, preferring to release the entire site will run for several floors of underground parking garage. Not only do we destroy a quality structure that could be used again if it was renovated, we will replace it as a huge box with no soul, whose construction will certainly be of poor quality compared to what was done previously.
And what about the identity of the place? The tiny lights from the walls of the Spectrum, that people everywhere can recognize as a clear sign of the identity of this room would give way to a cold neon light of a hundred hanging lamps, an interior that could be anonymous here or anywhere in the United States.
The facade of a store large surface of a U.S. chain in the heart of Montreal's summer festivals will Does our new business card? Good luck to organizations dedicated to the development of tourism in Montreal, you'll need great!
Coalition Save the Spectrum is beholden to anyone. It is a group of citizens who simply share their love for culture and whose word has reached over 15,000 people asking the City to prevent the loss (without replacement) one of the venues most important in Montreal. Now that this petition is in the hands of municipal authorities, we expressed our expectations with respect to our elected and stay alert to their actions in this matter.
